In July 2009, EDCTP commissioned the Swiss Centre for International Health at the Swiss Tropical Institute to undertake an internal assessment of the EDCTP programme covering the period from its inception in 2003 to 2009. The goal of the assessment was to gauge the progress that EDCTP had made by the end of 2009 and to collect views on the future direction.
The EDCTP family thanks all those who participated in this important exercise and would like to reassure all concerned that their participation was not in vain since EDCTP has taken on board and will address all their valuable suggestions. Among the important concerns and suggestions including responses from EDCTP are as follows:
- EDCTP funding/cofunding mechanism
It was suggested that EDCTP funding/cofunding should be increased and a common pot established. It was also suggested that member states who have kept a low profile should be encouraged to contribute more. I would like to inform all that measures are being vigorously pursued to ensure that this happens and that in the future member states will be asked to contribute upfront including establishing of a two-track approach which includes both a common pot and earmarked funds, an approach already being practised by some.
- Streamlining of EDCTP operational structure
It was suggested that the structure should be simplified by reducing governing bodies to three namely, the General Assembly, the Partnership Board and the Developing Countries Coordinating Committee. I am glad to announce that this had already been agreed at the time the evaluation was taking place and was in fact implemented on 1 January 2010.
- Clinical trials conduct
In the report it was recommended to broaden the scope in terms of diseases and geographical coverage. This is being carefully considered, but also attention is paid to the opposite opinion that calls for EDCTP to remain focused to the present mandate. A solution which calls for a compromise such as cautious expansion will likely be reached, but certainly we will continue to listen to all sides.
- Sustainability of EDCTP investment
Regarding concerns on sustainability of the EDCTP programme I would like to reassure all stakeholders of the long-term commitment of both the member states and the European Commission to the EDCTP programmes. Following the EDCTP internal assessment the programme was also evaluated by an independent panel of experts and will soon undergo an impact assessment in preparation for the renewal process.
- PDP/PPP involvement
At the time of the evaluation, EDCTP had already setup a working group to draw a plan of enhancing engagement with private sector and other third parties and will soon employ a liaison officer to deal with this matter.
- More political representation at GA level
This has long been decided and it is being implemented for both European member states and African representatives. African representatives that have already agreed to serve at the GA include representatives from Regional Economic Communities. Discussions are also ongoing to have African Health Ministry and Finance Ministry representatives as well as representatives from the African Union.
