EDCTP wishes to promote the establishment and strengthening of National Ethics Committees (NEC) and Institutional Review Boards (IRB) that are competent and independent. The NECs and the IRBs are encouraged to establish themselves administratively and financially so as to ensure sustained optimal function beyond the EDCTP funding. Strengthening of NEC or IRB aims at making them operational and gives support to their ongoing functions. Networking and training is encouraged and supported. Additional support in the form of online literature access, documents, access to websites on ethics and GCP will be facilitated.

Description of the Grant Scheme

  • These include: application of proposal submission before the deadline in pdf-format, compliance with the rules stipulated in the section on ‘how to complete the application form,’ correct length of the application form, application in English and the appropriate legal status of the applicant.
  • Environmental Screening Note (ESN) and recommendations for minimising any environmental impact have to be provided.

    Selection criteria
    All proposals will be reviewed based on the following criteria:
    i.    Excellence (feasibility, impact, innovation, quality and record of applicants, quality of the proposed setup)
    ii.    EDCTP relevance (public health relevance for developing countries, adequacy of proposal in context of the call)
    iii.    Networking (contribution to improved south-south and north-south networking and collaboration)
    iv.    Capacity Building components (like training aspects, improvement of infrastructure)
    v.    Project Management (representation of required expertise, appropriateness of budget)

    Angola, Benin, Botswana, Burkina Faso, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Comoros, Democratic Republic of Congo, Republic of Congo, Ivory Coast, Equatorial Guinea, Eritrea, Ethiopia, Gabon, the Gambia, Ghana, Guinea, Guinea-Bissau, Kenya, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mauritius, Mozambique, Namibia, Niger, Nigeria, Rwanda, Sao Tome and Principe, Senegal, Seychelles, Sierra Leone, Somalia, South Africa, Sudan, Swaziland, Tanzania, Togo, Uganda, Zambia and Zimbabwe.

    List of the EDCTP-EEIG Member States

    Austria, Belgium, Denmark, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, Sweden, Switzerland and the United Kingdom.

    Terms and condition for application
    To apply for this grant, please read carefully the guidelines on ethics, the guidelines on financial requirements for EDCTP grants and the instructions when completing the application form.

    Selection procedure
    Submitted applications will be peer-reviewed by an independent panel of experts in a one stage procedure. EDCTP reserves the right to adapt the timelines of procedure in case of unexpected events. EDCTP will decide upon the applications on its sole discretion and in conformity with its governing structure.

    Additional information
  • The grant requested from EDCTP should not exceed the available funds. The maximum amount that can be awarded per application is 50,000 euros. If the total budget for the project is over 50,000 euros please specify the source of the additional funds and provide evidence of this (e.g. formal letter confirming an award).
  • This grant may be awarded for a project with duration of up to three years.

The main objectives of EDCTP are to support the development of new clinical interventions to fight HIV/AIDS, malaria and tuberculosis; to promote European research integration; and to foster strong partnership with and between scientists in African countries. In addition EDCTP aims to strengthen capacity for carrying out clinical trial activities in Africa. Currently, many African countries lack ethical review capacities and in some cases also regulatory authorities. EDCTP is committed to improve compliance with internationally accepted standards for ethical review.Purpose of this grantEDCTP wishes to promote the establishment and strengthening of National Ethics Committees (NEC) and Institutional Review Boards (IRB) that are competent and independent. Additional support in the form of online literature access, documents, access to websites on ethics and GCP will be facilitated. In countries where NECs do not exist, the local institutional review boards are encouraged to contribute to the formation of a NEC. Where neither NECs nor local IRBs exist, the EDCTP will encourage national recognised institutions or scientists affiliated to an established in-country institution to be contracted to initiate the formation of the NEC.
