Independent scientific experts are selected by EDCTP to evaluate applications submitted in response to a Call for Proposals and to evaluate progress on awarded grants by reviewing the annual progress reports. All reviewers must read and sign up to EDCTP’s Policy on Conflict of Interest. External Reviewers normally perform a one-off assessment of the proposals remotely and may have no commitment beyond this activity. Scientific Review Committee (SRC) members complete an assessment form remotely and may be required to participate in an SRC meeting at the EDCTP office in The Hague. SRC members may be requested to assist with the subsequent review of the annual reports of successful projects. Important reviewer documents can be found in the Guidelines and forms on the website.

EDCTP invites applications from individuals wishing to serve as reviewers for its grant schemes and for the annual reports from grant holders vial the Call for experts.

Selected applicants will be added to a pool of experts with the following terms of reference:

1. To peer-review (comment, score, rank) grant applications for EDCTP and make a recommendation to the EDCTP Partnership Board (PB)
2. To assist EDCTP in identifying priority projects and opportunities for the treatment/prevention and capacity building in the fields of HIV/AIDS, tuberculosis or malaria
3. To review progress reports (annual and final) of EDCTP grants
   
4. The expert will work in a personal capacity and in performing this function will not represent any organisation/institution
5. Reviewers will be accountable to the Executive Director of EDCTP.

Prospective expert reviewers should have demonstrable skills, knowledge and experience in the EDCTP remit. Experts with a high level of professional experience in the public or private sector in one or more of the following areas or activities are sought:

1. Conduct of clinical trials
2. Evaluation of projects
3. Technology transfer and innovation
4. International collaboration
5. Training, mentorship and capacity building.

Reviewers should have an excellent command of English and may be based worldwide. Reviewers should not be  applicants or collaborators on  grant applications submitted in response to the Call for Proposals that they have been selected to review.

• Quality: all grant applications will be evaluated objectively to select proposals of the highest scientific merit and of greatest relevance to EDCTP objectives
• Transparency: an overview of the review procedure is available on the website and details are provided in the text of the Call for Prtoposals
• Equality of treatment: all applications will be evaluated following the same standard procedures, irrespective of their origins and/or the identity of the applicants
• Integrity and impartiality: all applications will be reviewed thoroughly and objectively to avoid any possible circumstances that might interfere or compromise the result of the evaluation
• Efficiency and speed: EDCTP aims to ensure that an optimal assessment is achieved in an efficient and timely manner
• Ethical consideration: any proposal that violates the fundamental ethical principles may be excluded from the selection process at any stage.

EDCTP has a Conflict of Interest and Confidentiality policy that all reviewers must adhere to.

EDCTP follows the policy of the European Commission on gender issues, aiming to ensure that the membership of review panels has an appropriate gender balance (at least 40% female).
