Belgium

Nationality criteria

  • The applicant should be an employee or have a relationship with a Belgian institution, which is receiving public funds. No nationality criterion applies.
  • African institutions and their researchers can establish collaboration with Belgian partners and by doing so there may arise possibilities of cofunding.

Cofunding available

In kind funding: a realistic range is between 50.000 and 150.000 euro for a project of 3 to 4 years. This amount can be higher in case of existing projects and institutional collaborations.

In general the evaluation by EDCTP will do. In many cases cofunding arises from existing projects and institutional collaborations. In these cases the evaluation by Belgian public funders has already been made.

  1. Applicant should before submitting a proposal contact the ENO to discuss possibilities for cofunding and inform the ENO about the proposal. 
  2. The ENO will confirm this request and indicate that he is aware of the proposal by letter. This letter will be collected by the applicant and included in the application. 
  3. After application of the proposal and before the scientific review committee meeting the applicant should request the ENO to make a final statement on cofunding. The ENO will confirm this by letter.

In Belgium there are no specific calls on EDCTP related matters. Bottom up open calls exist like those launched by the Flemish ‘Fund for Scientific Research’ (FWO) and the Walloon ‘Fonds de la Recherche Scientifique’ (FNRS). These open calls do not take into account the timing of EDCTP projects. This implies that Belgian cofunding in general concerns already existing activities that can account for in kind or in cash contributions to EDCTP.

Universities and academic institutes, like the Institute of Tropical Medicine (ITM), do have access to channels that fund EDCTP related activities. The main channels are (not exclusively):

a. Federal development cooperation
b. Flemish Fund for Scientific Research (FWO) and the Walloon ‘Fonds de la Recherche Scientifique’ (FNRS)
c. Flemish and Walloon Ministry of education, providing core funding to universities and ITM

Generally speaking Belgian cofunding consists of:

d. in kind and in cash contributions through existing projects or institutional collaborations with African partner institutes
e. in kind contribution through time spending and other costs (travelling, consumables, …) of researchers working at publicly funded Belgian institutions

Germany

Nationality criteria

Cofunding can only be applied for by a German institution or company. Formally, the request must be filed by the institution or company. There are no nationality criteria in place regarding the nationality of the project leader. Co-funding is provided by the German Ministry of Education and Research (BMBF) through its project management agency PT-DLR.

Cofunding criteria

  1. Is cofunding available in response to a national call for proposals or are applications for funding research-led?
    There are no national calls for EDCTP related cofunding. Cofunding is exclusively responsive and research-led (content-driven).
  2. Specific deadlines?
    None
  3. Is funding available from one national institution or multiple?
    Only the German Ministry of Education and Research (BMBF) provides co-funding especially earmarked for EDCTP. However, applicants are encouraged to ask for other sources (funding bodies, foundations, institutions) in order to increase the amount of cofunding.
  4. Is funding for the 3 diseases available from one source or from different sources?
    Different sources (also Deutsche Forschungsgemeinschaft (DFG), other ministries, foundations)

Cofunding available

No fixed amount for co-funding available can be given. Applicants are kindly asked to discuss budgetary matters with the German ENO prior to application at EDCTP.
Cofunding is exclusively reserved for financing costs or expenditures of the applicant’s institution. I. e., no cofunding money shall be used for financing costs or expenditures of other participants (neither European nor African) in a given EDCTP project.
The decision on co-funding will be made by the German funding institution (PT-DLR on behalf of the Federal Ministry of Education and Research, BMBF).

Evaluation of the proposal

In terms of scientific quality and eligibility according to EDCTP requirements Germany relies completely on the EDCTP evaluation process. However, applications for Ger man co-funding are evaluated with respect to German federal budgetary rules and regulations. I. e. costs and expenditures which are eligible for EDCTP may not necessarily be so for Germany (and vice-versa).

Negotiations procedure
Please explain the stages and timelines of the negotiations procedure for securing cofunding:
Once a proposal has successfully passed the EDCTP evaluation procedure, German applicants have to file a separate grant application form to PT-DLR and this application will be evaluated in terms of budgetary and financial matters.

  1. Applicant should before submitting a proposal contact their ENOs (of the MS involved) to request for cofunding and inform the ENOs about the proposal. 
  2. DGAs should confirm this request and indicate that they are aware of the proposal by letter. These letters should be collected by the applicant and included in the application. 
  3. After application of the proposal and before the scientific review committee meeting the applicant should request the ENO to give a final decision on co-funding. The ENO should confirm the final decision by letter. However Germany’s decision can only be a preliminary one, since a final decision requires the successful termination of the national application procedure detailed below.
  4. Once the SRC has recommended a proposal for funding to the steering bodies of EDCTP, the German co-applicant should immediately contact the German project funding body (PT-DLR) in order to initiate the national application procedure.
  5. PT-DLR will then officially invite the German applicant(s) to file formal grant applications covering exclusively costs or expenditures of the German institution(s) up to the figure which has been preliminary agreed upon in step 3). The application will consist of a form and additional documents the nature of which will be specified in the inviting letter. In any case, a copy of the grant agreement between the project coordinator and EDCTP-EEIG is an indispensable part of the application documents. 
  6. Upon receipt of the complete application, DLR-PT will check the proposal for formal criteria and assess costs and expenditures for eligibility according to national rules and regulations. 
  7. Upon successful termination of the assessment mentioned above (6) DLR-PT will finally decide on the co-funding and the applying institution or company will receive a federal grant which entails separate financial report duties.

Netherlands

Nationality criteria

All European and African researchers can be PI of a proposal, provided that they are employed by a recognized non-for profit, academic institution. When the proposal is selected by EDCTP, co-funding from NACCAP should be spent on African infrastructure or African citizens in Africa.

Cofunding criteria:

  1. Specific deadlines?
    Dutch PI’s can apply for (non-NACCAP) co-funding at NWO/WOTRO. African participants will be a prerequisite and funding will cover the whole proposal including African partners. Deadlines: annually in September and March/April (check web-site: www.wotro.nl)
  2. Is funding available from one national institution or multiple?
    Some Dutch institutions can provide (in kind) co-funding. In general, this depends on participation of one of their researchers in the proposal. Please address those institutions.
  3. Is funding for the 3 diseases available from one source or from different sources?
    Different sources of which NACCAP (www.naccap.nl) is the only one that focuses on the 3 diseases. National calls of NWO/WOTRO are multidisciplinary but may involve the three diseases (mainly fundamental research, some operational research). For trials in the Netherlands, please contact ZonMW (www.zonmw.nl)

NACCAP: we try to not slow down the EDCTP process so if time lines are not too restrained (we need at least one-two months) much is possible. For NWO/WOTRO: in general 6 months

All NACCAP funding should be spent on African infrastructure or African citizens in Africa. NACCAP should receive annually progress reports including financial reports, approved of by EDCTP. NACCAP should be mentioned as a funder in all communication of and on the co-funded projects. Specific conditions may be added to specific projects.

Strategic Primer Grants Call 2011
This call was launched in December 2011, and following an eligibility check and peer review process applicants with highly-ranked Letters of Intent have been invited to submit full applications by 31 May 2012.

The NACCAP Steering Committee has decided to cofund proposals to the Strategic Primer Grants for up to a total contribution to the call of EUR 600,000.

The following conditions have been set:
*       Reinforcing EDCTP conditions, NACCAP requests that a clear contribution to networking between National Programmes (NPs) of the Member States is apparent
*       The proposal should build upon results produced in the past to ensure sustainability. In particular, results relating to capacity strengthening are considered important.
*       Proposals that involve a Dutch team member will be preferred for cofunding.

Please note that only proposals that have been selected for funding by EDCTP will be eligible for NACCAP cofunding. EDCTP will take the advice of the NACCAP Steering Committee into account when assigning the NACCAP budget to specific proposals or activities within proposals.

Grant contracts will need to be signed before 30 September 2012. EDCTP will be responsible for monitoring the NACCAP co-funded projects on behalf of NACCAP.

Norway

Nationality criteria

This programme/activity normally accepts grant applications from:

The Research Council of Norway, Programme for Global Health and Vaccination Research (GLOBVAC):

Eligible applicants are public and private Norwegian institutions. The programme will support researchers working on global health and vaccination research and with the potential of being in the international forefront in this field.

International collaboration is encouraged, including partnerships with low- and middle-income countries. Funding from the programme can be spent overseas.

International research groups or institutions can access funding from the programme as partners on proposals from Norwegian public or private institutions.

Note: Other rules apply for other Norwegian funding agencies (e.g. the NUFU programme, www.siu.no/nufu)

Maximum allocation per project from the Research Council of Norway is normally 1.9 million Euros. Proposals submitted for our normal calls will be evaluated by the MS (programme board). Note, last year we made a special arrangement with the EDCTP calls with approx. 6 million Euros available, where decision should be made by MS based upon approval from EDCTP and their documentation.

Portugal

Nationality Criteria

  • Portuguese participation in the projects should be in line with the national regulations for projects financing. Moreover, all the Portuguese researchers involved in R&D projects already funded by FCT can not be funded if they exceed 100% of time dedicated to research in the sum of all the projects funded.
  • Personal Grants are awarded to any Portuguese researcher worldwide or to researchers from any nationality to perform research in any Portuguese institution

Cofunding criteria

Cofunding should be in response to the EDCTP call for proposals that should be widely announced at the national level. There are no specific deadlines. Funding is available from only one institution at this moment.

Cofunding available

FCT should accept to co-fund the Portuguese participation in any project that has Portuguese participants approved for funding by EDCTP. The co-funding available amounts to 350.000 Euros per year and the final decision should be taken by FCT presidency.

Portugal intends to commit a specific total amount of cofunding upfront.

Spain

Nationality criteria

Eligible Institutions for cofunding as EDCTP transnational project  consortium Spanish partners

  • Public R&D centers: 
    • Public institutions with a health mission (e.g. hospitals or other health care settings) as well as other public organisations with a health mission. [Any of them within the National Health System that manages Research via a Foundation (according to the Act 50/ 2002, of December 26th ) must also present the foundation’s statutes];
    • The ones recognized as such according to the Act 13/1986, of April 14th , as well as the other ones held by Public Administration;
    • Public Universities.
  • Private R&D centres, not for profit, with own legal personality and proof of capacity or activity in relation to R&D actions [They must submit their statutes in which it must be stated their mission and aims in relation to capacity and activities in R&D actions]: 
    • Private health institutions (e.g.  hospitals or other health care settings), as well as other private  organisations with a health mission;
    • Private Universities;
    • Other private bodies.

Eligible researchers:

  • Each researcher can only be a research team member of one project consortium only, within this call.
  • A private R&D centre must present proof of the legal link between the project consortium with a Spanish partner and every respective researcher included in the research team.
  • Each researcher of the core research team of a project consortium with a Spanish partner (other than the Principal Investigator) must have a job contract, or a fellowship, with a partner lasting until the end of the project or beyond.
  • The Principal Investigator of the research team of a project consortium with a Spanish partner must be a senior researcher having a job contract with such a project partner lasting till the end of the granted project or beyond.
  • Excluded personnel as Principal Investigator:
    • Those training as Health Specialist;
    • Those on research training (e.g. PhD students, or on contracts “Rio Hortega”);
    • Research personnel contracted by a CIBER, a RETICS or a CONSOLIDER;
    • Those on post-doctoral improving training (e.g. contracts “Sara Borrel“or contracts “Juan de la Cierva”). 

Eligible project duration.
3 years (no other different duration allowed). During the third year into the project, it is allowed a submission of another application for a grant, to cover the EDCTP project beyond that time. Requirements are subjected to detailed specificities and are published in the national year competitive call for project proposals.

Eligible cost

  • [Small] Equipment (up to € 40,000.00 of the Spanish funds per project with a Spanish partner cofunding grant);
  • Consumables;
  • Commissions [Subcontracts], up to 50% of the Spanish funds per project with a Spanish partner grant;
  • Travel and allowance only for the partner research team members, if for presenting results (with a maximum “cap” of €10,000.00) and for field studies and coordination;
  • Hiring technical manpower (other than core research team members, excluded: students or fellowships). Prefixed “balk” cost (salary + taxes + socials security, etc.) per contract up to 3 years: 
    • Technical expert, higher degree:
      €29,500.00/ 1st year, €30,000.00 / 2nd year, €30,500.00/ 3rd year.
    • Technical expert, medium degree: €24,500.00/ 1st year, €25,000.00 / 2nd year; €25,500.00 / 3rd year.
    • Technical expert, FP II:
      €20,500.00/ 1st year, €21,000.00/ 2nd year, €21,500.00/ 3rd year
  • Overheads (ex officio): up to + 21% of the Spanish national cofunds of the approved grant.
  • Spanish cofunds grant ´s delivery:
    Every year pre-financing, after report of scientific progress and justification of expenses charged to previous pre-financing grant, checks and assessments.

    - At least 1 week before EDCTP call deadline:
    An Application for a cofunding grant must be submitted by an EDCTP transnational project consortium with a Spanish partner to ISCIII-FIS. The Spanish Applicant Principal Investigator must immediately inform the DGA for him/her to submit a signed letter to EDCTP Secretariat acknowledging that an Application from a Spanish eligible institution has been received for cofunding.
    After checking the documents and assessing (minimum durations: 3 months):
    Another letter signed by the DGA will be submitted to the EDCTP Secretariat informing whether or not the Spanish Applicant as EDCTP transnational project consortium partner will be cofunded or not and the amount of the cofunding grant, conditioned to the EDCTP transnational project approval

Cofunding available

Switzerland

All EDCTP criteria apply for cofunding from Switzerland. Only projects with substantial Swiss participation are eligible for cofunding from Switzerland. The total cofunding from Switzerland will not exceed the amount given by EDCTP. Cofunding from Switzerland will not cover salaries of the applicants; however salaries of scientific and technical staff can be charged. For-profit organisations are not eligible for cofunding from Switzerland. It is expected that candidates cover their costs with further Swiss public money sources (also in kind).

The Swiss funds come from two sources with different criteria.
Source 1: cofunding from Switzerland will only be used to cover direct costs of the Swiss participation.
Source 2: cofunding from Switzerland will only be used to cover direct costs of the South partner participation.
Decision is taken by MS after evaluation by EDCTP.

Cofunding criteria:

  1. Is cofunding available in response to a national call for proposals or are applications for funding research-led?
    At least two weeks before the EDCTP call deadline the applicant should contact the DGA and request to issue the eligibility check letter.
  2. Specific deadlines?

    Two sources.
  4. Is funding for the 3 diseases available from one source or from different sources?
    Two sources.

Cofunding available

Evaluation of the proposal

Switzerland accepts the EDCTP evaluation and does not carry out a further scientific evaluation. Only the conditions set out above will be checked. In case the conditions would not be fulfilled, the Swiss DGA informs EDCTP that Switzerland cannot co-finance the project.

Negotiations procedure

In principle no negotiation. Funds provider decides based on the criteria set out and the outcome of the EDCTP evaluation.

  1. Applicant should before submitting a proposal contact their DGAs (of the MS involved) to request for cofunding and inform the DGAs about the proposal. 
  2. DGAs should confirm this request and indicate that they are aware of the proposal by letter. These letters should be collected by the applicant and included in the application. 
  3. After application of the proposal and after the scientific review committee meeting the applicant should request the DGA to give a final decision on cofunding. The DGA should confirm the final decision by letter.

N.B. There may be changes to the Swiss criteria due to national reorganisation.

United Kingdom

Nationality criteria
Please explain which nationality criteria are required to request for cofunding, for applicant or institution; e.g. nationality of applicant or association with national institution:
The UK will only accept applications from:

  • National Researchers employed in an UK or African MRC Institute
  • All African Researchers, if there is UK participation in the project
  • European Researchers employed in an UK Institution or at an African MRC Institute

Cofunding criteria:

  1. Is cofunding available in response to a national call for proposals or are applications for funding research-led?
    Co-funding is available in response to EDCTP led calls for proposals and subject to the EDCTP peer review process
  2. Specific deadlines?
    Deadlines are set by EDCTP. Applicants are advised to follow the guidelines and timeframes provided by EDCTP relative to the specific call for proposal advertised on their website (see link below).
  3. Is funding available from one national institution or multiple?
    UK public co-funding (MRC and DFID) is administered through the MRC. An applicant can apply separately for co-funding (cash or in-kind) from their own institution, industry, or third parties.
  4. Is funding for the 3 diseases available from one source or from different sources?

Cofunding available

The UK (MRC and DfiD) contribute funds to a central EDCTP pot. The amount of co-funding available will vary according to the call(s) for proposals. A co-funding decision is made on the basis of the EDCTP peer review. The decision is made jointly between EDCTP and the MS (UK DGA)
Decisions are made only after considering all EDCTP calls for proposals

    Yes to a central pot, depending on the planned call(s) for proposals

  3. After application of the proposal and before the scientific review committee meeting the applicant should request the DGA to confirm cofunding. The DGA should confirm this by letter.  It may not be possible to provide the applicant with an exact co-funding figure at this time.
