There are contradictory reports about the influence of clinical trials on the performance of health services. While there is the argument that clinical trials may distort health services delivery mechanisms, contrary reports suggest that clinical trials strengthen the system’s ability to deliver quality services. The body of evidence to support either argument is weak; therefore there is a need for impact evaluation studies to address this problem based on reliable indicators. This study will address this gap in knowledge by measuring the impact of clinical trials on the delivery of health services, not only from the perspective of the health service providers but also from the perspective of trial participants, users of routine services, trial implementers, health professionals, and the community in general.
