		<description>The discussion was timely as the emphasis of evidence based descision-making takes root in many countries. However, there is need to focus on inputs(resources) and outputs(utilisable) research results. Alot of money has been spent in the name of control of many diseases but the risk levels of these diseases still remain the same or high. The question is how can we salvage the situation?
Systematic reviews conducted by scientists in groups of countries operating under the same theme offers the answer. These diseases are like malaria, HIV, nutrition-related problems etc. The scientists should gather evidence, suggest the best availabe strategy, formulate policy options and then engauge policy makers to enact eividence based policy decisions. 
My suggestion does not in any way by-pass the laid down legal framework for shared spoils emanating from discoveries and inventions by the involved teams.</description>
