Invitation for expressions of interest from suitable individuals to serve as Regional Finance and Operations Contact Points (RFOCPs)

Background

The EDCTP Association has received funding through the Second Africa Office Grant from the Global Health EDCTP3 Joint Undertaking (JU) to establish Regional Finance and Operations Contact Points (RFOCPs) in participating countries across sub-Saharan Africa. The selected host countries are Uganda and Gabon.

The RFOCPs will be established and trained to provide expert guidance on the Horizon Europe Model Grant Agreement and related financial and operational requirements. Appointed individuals will support applicants, beneficiaries, and funded projects by providing targeted mentoring, technical assistance, and advisory services. This initiative aims to strengthen financial management, operational compliance, and grant administration capacity within institutions and projects funded by the Global Health EDCTP3 Joint Undertaking.

Scope of the assignment

This action task seeks to establish and operationalise five Regional Finance and Operations Contact Points (RFOCPs) across participating countries in sub-Saharan Africa. The selected individuals will be responsible for:

  • Providing guidance on the Horizon Europe Model Grant Agreement and related requirements.
  • Supporting applicants and beneficiaries through tailored advice on budgeting, reporting, cost eligibility, audits, grant amendments, and compliance obligations.
  • Providing mentoring and technical assistance to projects identified by Global Health EDCTP3 as requiring additional support.
  • Contributing to strengthening financial and operational capacity across institutions and projects funded by Global Health EDCTP3.

Purpose of this invitation for expression of interest

The purpose of this invitation is to identify and select highly qualified individuals with the expertise, experience, and capacity required to serve as Regional Finance and Operations Contact Points (RFOCPs).

Successful applicants will receive comprehensive training on Horizon Europe financial and operational requirements and will play a key role in strengthening the financial and operational management capacity of Global Health EDCTP3-funded beneficiaries across sub-Saharan Africa.

Individuals with demonstrated experience in grant management, financial administration, research project management, compliance, auditing, or related fields are encouraged to submit an expression of interest.

Duties and responsibilities

Selected individuals will be expected to:

  • Provide guidance to Global Health EDCTP3 JU applicants and beneficiaries on Horizon Europe grant terms and conditions
  • Advise applicants and beneficiaries on budget preparation, general and specific eligibility requirements, periodic reporting obligations, grant amendments, record-keeping, supporting documentation, and audit preparedness
  • Provide technical assistance and mentoring to projects identified by Global Health EDCTP3 operational and finance teams as requiring additional support
  • Participate in RFOCP training programmes, workshops, and knowledge-sharing activities
  • Maintain regular communication with the EDCTP Association, the host institution, and the relevant regional Networks of Excellence (NoEs)
  • Support capacity-strengthening initiatives within their assigned region.

Eligibility and selection criteria

  • Be based in a sub-Saharan African country that is a member of the EDCTP Association.
  • Be resident in one of the following host countries: Uganda or Gabon.
  • Hold a bachelor’s degree or higher qualification in Finance, Accounting, Project Management, Business Administration, or a biomedical field.
  • Demonstrate strong communication, interpersonal, and stakeholder engagement skills.
  • Be fluent in English, both written and spoken
  • Additional qualifications and experience in grant management, financial management, auditing or Horizon Europe-funded projects will be considered an advantage.

Duration of appointment

The appointment of the Regional Finance and Operations Contact Points (RFOCPs) will be linked to the duration of the Second Africa Office Grant, which is scheduled to end on 31 December 2027.

Location

Successful applicants must be resident in one of the designated host countries: Uganda or Gabon.

RFOCPs will operate from their home country and will be required to work at least one day per week from a host institution, which will be identified and arranged by the EDCTP Association. Occasional regional and international travel may be required to attend training sessions, workshops, and other project-related activities.

Training and support

Selected individuals will receive comprehensive training from the EDCTP Association and the Global Health EDCTP3 Joint Undertaking (JU) on the Horizon Europe Model Grant Agreement, including grant management processes, financial and operational requirements, and compliance obligations.
