Request for proposals: ‘Development of a Data Management Portal’ in support of open access to clinical data from EDCTP2-funded clinical trials

The European & Developing Countries Clinical Trials Partnership (EDCTP) is a public-public partnership between countries in Europe and sub-Saharan Africa, and supported by the European Union. EDCTP aims to support collaborative research that accelerates the clinical development of new or improved interventions to prevent or treat HIV, tuberculosis, malaria and neglected infectious diseases in sub-Saharan Africa. The second EDCTP programme is implemented as part of Horizon 2020, the European Union’s Framework Programme for Research and Innovation.

Please note:  On 03 April the closing date for proposals was extended till 01 May 2018 

EDCTP requires the services of a consultant to develop an online resource centre on data management for researchers in low- and middle-income countries (LMICs).

The deliverables of this assignment are expected to support EDCTP beneficiaries in fulfilling their contractual obligations to develop a final dataset that is valid, curated and harmonised for sharing through an open data repository so that third parties can access, mine, exploit, reproduce and disseminate openly accessible research data free of charge.

The main purpose of this assignment is to establish an online resource centre for researchers involved in clinical trials in low-resource settings by providing them with:

  1. access to free, suitable high-standard data management tools/systems;
  2. access to guidance documents on good data management and data sharing;
  3. training resources and online expert support to enable better data management practices with the ultimate goal for researchers in LMICs to share primary clinical and associated metadata in a suitable data repository.

The proposal should be submitted on or before 01 May 2018 at 18:00 CET.

Update 28 March 2018 

Question 01: Is there any geographical limitation applied to this tender?
EDCTP: There is no geographical limitation, tenderers from all countries can apply.

Update 04 April 2018

Question 02: Does EDCTP provide a budget range?
EDCTP: No, we expect the applicant to budget the appropriate amount necessary for proposed work.

Question 03: What is the expected timeline?
EDCTP: We expect the data management tool to be ready within one year of signing the contract. This is also mentioned in our Terms of Reference.

Question 04: Does EDCTP provide a proposal template?
EDCTP: No, we expect the applicant to provide the necessary information in their own format and should include timelines, deliverables, and associated budget.

Question 05: The list of activities includes “Developing new or enhanced data management tools for clinical research to close any identified gaps”. Should this proposal include the cost to develop/support an actual data repository if a free-of-charge repository does not already exist for a given therapeutic area?
EDCTP: This tender is restricted to data management, does not include developing new repositories. The proposal should not include the cost to develop/support an actual data repository.
