Independent observers are experts, fully independent of EDCTP, who are requested to examine the peer review evaluation process from the point of view of its working and execution. They do not perform assessments of the proposals under evaluation. They may attend any meeting within the peer review evaluation process.
Observers check compliance with the procedures stipulated in the EDCTP2 work plan and with Horizon 2020. Observers provide EDCTP with independent advice on the conduct and fairness of all phases of EDCTP evaluation procedures, on how the experts (expert reviewers and review committee members) apply evaluation criteria, and on how to improve the evaluation procedures. The observer’s findings and recommendations are summarised in a report prepared by the observer.
